UPDATE:  Fine Arts Commission does not = Commission of Fine Arts

Dear Kryptos Fan,

The CIA headquarters complex in Langley Virginia is not within the Commission of Fine Arts jurisdiction and therefore the Commission has had no involvement in the selection, review or approval of the art work–including the Kryptos sculpture– chosen for installation at the CIA headquarters.  The National Capital Planning Commission (www.NCPC.gov) does have some review jurisdiction over the complex, but I do not believe that it includes the selection of artwork.  

As for sources of information, you may want to search the archives of the Washington Post.  I believe a few years ago they published an extensive article on the Kryptos sculpture and its artist.  And, may I suggest that you contact the CIA directly and request to speak with one of their staff curators, historians, or public relations office for more information on the sculpture.
